Do I Need an Appraisal to Refinance My Home in Georgia?

Refinancing can lower your monthly payment, reduce your interest rate, or let you tap into your home’s equity — but before your lender approves the new loan, they typically need to know what your home is worth today. In most cases, that means an appraisal.

That said, there are situations where an appraisal can be waived. Here’s how to know which category you’re in.

Why Lenders Require an Appraisal for Refinancing

When you refinance, you’re replacing your existing mortgage with a new one. The lender’s exposure changes — so they want a current, independent assessment of the collateral. An appraisal confirms that the property is worth enough to justify the loan amount and that the loan-to-value ratio falls within their guidelines.

Without a current appraisal, the lender is relying on potentially outdated or inaccurate value data. Most aren’t willing to do that.

When an Appraisal May Be Waived

Several refinance programs have provisions that allow lenders to skip the traditional appraisal — but each comes with conditions.

Fannie Mae and Freddie Mac Appraisal Waivers

Conventional loans backed by Fannie Mae or Freddie Mac may qualify for an appraisal waiver (now called a Value Acceptance offer) through the automated underwriting system. The system uses existing property data, historical sales, and modeling to assess whether a waiver is appropriate.

Waivers are not guaranteed. They depend on your loan-to-value ratio, your property type, the strength of existing data on your home, and other risk factors. Your lender will know quickly whether you’ve been offered one when they run your loan through DU (Fannie) or LP (Freddie).

If you don’t receive a waiver offer, you’ll need a full appraisal.

FHA Streamline Refinance

If you currently have an FHA loan and are refinancing into another FHA loan through the Streamline program, an appraisal is typically not required. The program is designed to reduce the documentation burden when the primary benefit is a lower rate — and since the loan is already FHA-insured, the government’s risk position doesn’t change significantly.

The FHA Streamline does not allow cash-out. If you want to take equity out of your home, a standard FHA refinance with a full appraisal is required.

VA Interest Rate Reduction Refinance Loan (IRRRL)

The VA IRRRL — sometimes called a VA Streamline — is the VA equivalent of FHA Streamline. If you have a VA loan and are refinancing to a lower rate, an appraisal is generally not required. Cash-out VA refinances do require an appraisal.

USDA Streamlined Refinance

USDA Rural Development also offers a streamlined refinance option that typically waives the appraisal requirement — as long as you’re refinancing an existing USDA loan into a lower rate with no cash out.

When You Will Need an Appraisal

You’ll need a full appraisal for most standard refinances, including:

  • Conventional rate-and-term refinances where no automated waiver is offered
  • Cash-out refinances of any loan type
  • FHA, VA, or USDA refinances that don’t meet streamline program requirements
  • Jumbo loan refinances
  • Any refinance where the lender’s automated system requires additional value support

What Happens If the Appraisal Comes in Low?

This is the concern most homeowners have going into a refinance appraisal — and it’s worth understanding your options before the report comes back.

If the appraised value is lower than expected:

Your loan-to-value ratio increases. If you were counting on 80% LTV to avoid PMI, a lower value may push you above that threshold. You may need to bring cash to closing to buy down the balance or accept PMI on the new loan.

Your refinance may not pencil out. If the goal was to access equity, a lower appraisal may mean there’s less equity to access — or that the refinance doesn’t achieve your financial objective.

You can request a reconsideration of value. If you believe the appraisal contains errors — wrong square footage, a comp that sold under distressed conditions, a missing update — you or your lender can submit a formal reconsideration request with supporting documentation. The appraiser is required to consider it, though they’re not required to change the value.

You can wait and refinance later. If the appraisal reflects current market conditions accurately but you believe values will improve, waiting may make sense — depending on the rate environment.

A Note on Desktop Appraisals

Some lenders, particularly for lower-risk refinances, may accept a desktop appraisal rather than a full interior inspection. A desktop appraisal uses MLS data, public records, and other available information to develop a value opinion without an on-site visit.

Preparing for Your Refinance Appraisal

If you’re refinancing and a full appraisal is required, a little preparation goes a long way. Before the appraiser arrives:

  • Make a list of updates and improvements you’ve made since you bought the home, with approximate dates and costs
  • Pull any permits for additions, renovations, or conversions
  • Address visible maintenance issues — especially anything that could be flagged as a health and safety concern
  • Know your neighborhood: recent sales of comparable homes help you understand what the appraiser will be working with
